The Saline County Quorum court approved an ordinance against animals and their owners. The changes come after Joan Kappen, 75, was mauled to death in Hot Springs Village by a dog back in November of last year. The new ordinance now means animal enforcement in Hot Springs Village will have the weight of the law, where before it was only regulated by the property owners association.
James Zahnd, Saline Co. Justice of the Peace from District 13, said "What we did tonight was establish one.. more stringent law... and two, something that has the force of law and will take violators to district court."
Both Garland County and Hot Springs Village already passed new ordinances regarding dog regulations. Saline County's ordinance will take effect in 30 days.
